While Zimbabweans must be relieved to read about the Organ Troika Summit of the Heads of State and Government of SADC urging the GPA parties to finalise the outstanding issues in the implementation of the GPA before elections are held, the resolution sounds very unconvincing considering that successive SADC Summits have said the same thing.
In fact the use of term "GPA parties" in the Communiqué shows either a failure or refusal to appreciate that there is only on party to the GPA that is impeding the implementation of the GPA, yet the MDC-T has made this point repeatedly to SADC.

Dr Alex Magaisa exposes how Zanu (PF) hawks, misled by Jonathan Moyo and a shadowy columnist who calls himself Nathaniel Manheru, have been deceiving themselves about the fate of the Prime Minister Morgan Tsvangirai after the new constitution comes into force. He writes:
An article on page 2 of The Herald newspaper today mischievously and erroneously suggests that there is uncertainty over the future of the Office of the Prime Minister (OPM). Entitled, “Uncertainty hangs over Tsvangirai’s political status”, the article gives the impression that the adoption of the new Constitution will spell the end of the OPM and that Prime Minister Tsvangirai will only serve at the pleasure of President Mugabe.
The content and message in this article is incorrect. Either the reporters are being deliberately selective in reading the new Constitution or they have simply failed to read and interpret the new Constitution. Ignorance can be forgiven and corrected but deliberate distortion of the law and facts is unacceptable.
The Constitution’s provisions are very clear on this issue, as will be explained below. PM Tsvangirai and Cabinet remain in office

Nathaniel Manheru is very good at hiding the trepidation that his party, Zanu (PF), is experiencing as elections approach while the party is in so much disarray, literally falling apart. Maybe that is why he would like to convince his readers that there is no transition to a new Parliament after the Government of National Unity (GNU) elapses.
Despite that this is in black and white in the negotiated GNU agreement - negotiated because the African Union ruled that President Mugabe did not win the 2008, as the George Chiweshe Zimbabwe Electoral Commission claimed - Manheru would also like to convince Zimbabweans that Mugabecan just call elections without satisfying Zimbabweans that the conditions which caused the death of 200+ MDC-T supporters have been removed. Kikwete and the SADC Organ Troika waking up from a slumber?

The inclusive government's failure to put election observers on the ground by now is a key omission, as the political environment is already deteriorating and the fear is that by the time election observers come, intimidation and election process irregularities will already be so embedded in the system that it will be difficult to detect or retract at that late stage.
And ZANU-PF’s insistence on excluding international observers is also retrogressive, especially considering that the African Union (AU) encourages this prospect, says, Crisis in Zimbabwe coalition in its latest Zimbabwe Transition Barometer, which concludes that citizens, civil society, SADC and the international community at large need to all play their part to save Zimbabwe from a failed transition to democracy.

President Robert Mugabe has been deceiving gullible Zanu (PF) supporters in Mutare that following the passing of the new constitution by the House of Assembly he would now only consult Justice Minister Patrick Chinamasa about the election date.
Newsday reported that Mugabe said in Mutare that he was supposed to meet Chinamasa in Mutare to get his recommendations on the possible dates for elections.
Using Zanu (PF) colloquial language which is meant to disguise the correct legal position about the elections, Mugabe reportedly said, “Parliament dies on June 29 and therefore, the (current) MPs will lose their legislative powers. |

Minister of Constitutional Afffairs, Eric Matinenga, in a Catch 22?
While MPs are debating the Constitutional Bill to pave the way for the draft charter and elections, VOA reports that the mobile voter registration exercise has been totally hijacked by Zanu (PF).
Despite the government controlling newspapers and radio, the simple message that confirmations by chiefs is no longer required for registration has failed to reach rural registration official - some would say that it has been deliberately been kept out of the newspapers and radio.
